I'm going to guess that when the Disturbed tour got postponed, Nevermore was probably given an all-or-nothing option of doing the tour when it was re-scheduled. At that point it was the band's decision, most likely per their booking agent's recommendation, to pick the Disturbed tour over PP.
I'm not certain of course, but I would take that bet!

Disturbed tour > PPUSA in terms of a career move...if for no other reason, at least they'll be playing in front of many potential new fans as opposed to playing in front of ppl who are mostly already their fans...most of which have already seen Nevermore at one point or another.
