How old are you again? I know you've posted it, but I can't remember.
From the shows I've been involved in, I know the age selection is a very tough decision for the promoter and the venue. If you make the age restriction none or very low, you maximize the number of people who can attend. But, then you have to deal with all kinds of difficulties, such as decreased alcohol sales (because, at least in MN, you have to segregate the bar from the concert area and no alcohol can be allowed near the stage, which decreases sales) and shutting the show down early - I think related to the curfew for youngsters - which is definitely something the venue does not want to do.
In my experience, the only time it makes sense to make it all ages is when the bands have a *huge* underage fanbase, otherwise it just doesn't make economic sense. Sorry!
