Outlaws are nuts man. See Bandidos suffer from bad leadership, too loose of an organization and they aren't that established, at least where I am, maybe in California that's different. Here they are made up of the bikers who were in smaller, less powerful gangs or were kicked out of other groups and they all united under the banner of the bandidos. If things did happen they would be ill-equipped to deal and have a slow response. Outlaws on the other hand have been around since 1977, already toughed a LOONG war with the Hell's Angels, in fact it because a stalemate and both sides made peace eventhough the HA are a MUCH larger organization. If things went down they would be ready I'd assume, bt I'm only talking based off the groups here, I know the HA in California are insane.
