Peavey windsor popping and hissing

So my Windsor is making some popping noises, also when I am plugged into the high gain input and turn up the preamp gain knob it starts to hiss a squeal when the knob is turned past 9 and continues to get louder from there on. I just re-tubed it today with electro-harmonic 12AX7 pre's and GT EL34 power tubes.

Any suggestions would be greatly appreciated!

Was it doing all the before the tube swap?

Yes it was, that's why I i re-tubed it. I thought maybe it was a tube problem..
