Is there a program that lets you take a song and strip away all instruments except bass? Trying to figure out a few notes and want to hear the bass clearly.

Not unless you have the actual source multitrack masters of the song you're working with. You can control the EQ with some programs to lower the apparent volume of some instruments, but you'll still be muting the shared frequencies of the different intruments on the recording.
