RMS Levels help?

I KNOW there is a lot of threads and posts about this, but i really need someone to clear up a lot of simple things for me. Can someone explain in a SIMPLE way what the RMS level is? Im using cubase 5 and i dont know where to find my rms level. Can someone help me out? and how can i change the RMS levels?. Limiting? Thanks

Now before even attempting to worry about RMS, I suggest learning how to mix properly and get a BALANCED mix. Thats more important then the RMS level of your "Final Masters"
