Safe Home noise

Hey people, what is that noise at the start of Safe Home after the first 3-4 chords. Is it some sort of phase effect on Scott or Rob's guitar???

I don't remember hearing this before on an Anthrax record.

sounds like a synth, i doubt its a guitar, if it is, it would be a delay type effect with some modulation.

yeah i was surprised when i heard that- it sounded very eighties or like some dated pop sound, LOL...
