I think maybe it's a double-meaning sentence: partially because of the tentative way milk quivers given its exact consistency, thicker than water and thinner than pudding, precisely like the quivering someone's body might make when they're excited and nervous...and maybe partially because, as Josh suggeted, violently shaken milk is frothy and bursts forth and--
