I have an ENGL Powerball and a Behringer 412S and am planning to buy a horizontal ENGL 212-cab.
the Powerball has 5 outputs: 2*4ohms, 2*8ohms, 1*16ohms
the 412 is 8ohms in mono-mode or 2*16ohms in stereo-mode
the 212 is 16ohms mono or 2*8ohms stereo

if I want to use both cabs, what would be the best way to connect them?

can I use
8ohm-output -> 412 in mono-mode
+
16ohm-output -> 212 in mono-mode
?

I'm just a little confused because I thought normally, you use either just one of the outputs, or 2 outputs with the same impedance.....

Yes, it all seems rather confusing, but fortuneately, what you are looking for is to match impedance of the connector to the cabinet(s). If you are using the 2 cabs in mono, you would use one of the 8ohm outputs for the 4/12, and the 16ohm outlet for the 2/12 you listed. So your proposal is correct.
