Some Semi Dumb Questions. (Help me out)

So I'm reading this thing on what to do to a bass guitar, and have a few questionst hat come across as dumb.

First of all, if I wanted to 'EQ Cut at 400hz' how would I go about doing this? Using Cubase SX3, would I use the Cubase EQ, and how do i cut it at 400 hz? I also have to 'LPF at 8k' which I don't particularly get.'

Next step is to 'HPF at 250 hz' then HPF at 1k.

I guess, I just don't understand how to cut things at a certain hertz, and what the difference between cutting at hertz and K is. Anyone care to help me?

K -> KHz (K=1000) -> 1k = 1000hz
