That's Sammy, multiple winner of the World's Ugliest Dog contest...he (she?) died a year or two ago. Believe it or not, Sammy was a purebred dog of some sort. Sammy would make a good album cover!
Yea, you got it right. Sam was a "He" and was a purebred (a Chinese Crested Hairless). There's a website for him:

Dunno Linda. It appears he is laying in such a position to gnaw on the one rear foot that what you are seeing in his front foot laying on top of his other rear foot. So Sara come on, fess up. What is Stewie a mix of if known?
