I think by notable he doesn't mean notable as a good bassist but more as in a notable figure in rock music. I don't think many bassist/vocalists are more notable musicians than Gene Simmons in that respect.

Oh and by the way, and I don't even like Gene Simmons, he was a pretty good bassist back in the day anyhow. Listen to his bass lines on some of the early songs, they are awesome and almost single-handedly drive the song.
