Unless its a small amount of Ice, in which case the fire would melt the ice, but the small amount of water left behind would simply be evaporated by the fire. Then the water vapour would rise until it reaches an altitude where the temperature is so low that it condenses and freezes again. So in that scenario, Ice is the ultimate victor.
