Goddamn your autism. Thrash doesn't have to sound like Exodus to be thrash. RIP is early tech-thrash with a large neo-classical influence. The neo-classical aspect is probably the similarity you're hearing with power metal. This does not make the album a power metal album.

But I already described how it goes far beyond the neoclassical melodies/trills. If that's all it took, I'd call Punishment for Decadence a power metal album too (which it clearly isn't).
