I think it is in America..but I am pretty sure at our Military bases over seas..when we do a Ceremony with the locals we would put theres up top. I swear I saw the Icelandic flag above ours during a re-enlistment ceremony for some washed up old dude.

Yeh, there are all kinds of rules for hoisting. I don't have me Boy scout manual at hand, so I can't be helping too much. People just don't follow the rules any more except in the army. How many assholes leave the flag out at night without illumination? Shit! Its against the law in most states.

Anyway, I'm pretty sure hoisting goes like this:

1. National flag
2. State flag
3a. county or municipal flag
3b. military unit flag
4. private organisation
5. other national flag
6. fucked up used Mejicano toilet paper
