Another Ebay Horror

Well, this time was me
I won this cab on ebay, all was fine, until the guy starts to ignore my emails and stuff (in fact he just sent me one message and then nothing).

almost a month and i haven´t recieve nothing, so i call the guy and he was a little bit rude he said "you are talking from Mexico, to my fucking cell phone... fuck" and then he hung up, so i will start a dispute right now.

Im in Mexico, but he should send it to Texas, never had a problem about that.

But what can i do first? open a dispute on ebay, or open it on Paypal, i realle wants my money back.

If you sent the money through PayPal, I'd say to go there first with the dispute. They'll either open it for you, or tell you to do it through Ebay. Good luck!

I opened in paypal a few hours ago, lets see what happens.

For you guys who has lived this, how you get refunds, i mean how paypal know when to refund money, the item was "buyer protection up to $200", of course i expect all my money back, or at least the cab, but if not, im supposed to get this $200 for sure?? the cab costs $415 with shipping, hope i can get it back.
