There's a Philip K Dick story about just what IanDork describes. It's called "The Pre-Persons", and in the story the parents can choose to have the child killed by the state up until age 8 or so I think. Turns out Dick was fairly anti-abortion, which is not always what you expect from far-left paranoid near-schizophrenic drug addicts.
