Can MIDI Time code signals send Program changes?

I´m looking for a hardware device (non computer) for performing live program changes to control our effect boards.
We are also using playbacks so it would be great if the unit can also playback some audio.
Is this unit able to do this?

It can receive midi time code but can it also send program changes when I bounce the midi files to it?

Of course it is. But it can receive MIDI and and can send MTC.
So my question was if MTC (as MIDI protocol) is able to send program changes as well. Not only start, end and these types of messages.

In the manual it says:
The transport controls and track arming and muting can be controlled by MIDI Machine
Control (MMC) messages. These messages can be transmitted by either a sequencing
program or a dedicated MIDI controller The HDR will also record and transmit MIDI Clock and
MIDI Time Code (MTC). Since the HDR records the MIDI Clock and MTC on a dedicated
(hidden) track of the hard drive, you can sync your sequencer to the HDR and still have eight
audio tracks.

MTC is midi time control, it only sends tempo changes.

From what I know, that machine only records audio...however, if the machine can load or read standard midi files, then no problem, it will send the program changes.
But I'm not really sure if that machine can do that...does the manual mention anything about SMF? ( Standard Midi File)

No and it can´t read midi files but sned and receive midi time code and smpte.
I thought there could be a way that it "understands" and can send program changes as well.
For changing the songs you can send program changes to it so maybe it can act as a master....

I don´t need this.

Maybe I didn´t state clear enough what I´m looking for....

I own a G-Major and we´re running a complete live show with a click track (synthie playback etc.). Instead of changing channels manually with my footpedal (Nobels Midi footpedal)
I´m looking for something to do it automatically. Some sort of sequencer that can send program changes to tell my g-major when to change clean/rhythm/lead etc. channels.
But we don´t want to do it with a computer.

well if you have a 4 track with channel outs you can sent a sync tone to the mc-50 and have it control the mc-50 while the mc-50 controls your midi device....it can be done...i do it
