Can somebody tell me how to make an Avatar?

I got a picture I want to use for an Avatar, how do I cut it down to that Avatar size?

u need a picture editing program, i use Microsoft Picture It Publishing.

any graphic program should be ok, I use Paint Shop Pro, Photoshop, PhotoDeLuxe and Photo Impact...

Anyting is fine actually, I resized mine in just Paint.

Paint may be good to resize an avatar, but now ood for making one. Anybody knows a good free downloadable program for me?

Paint Shop Pro..
Though you can only use it for 30 days.
But that can be fixed
