Creating weird noises

I've heard these really strange noises on Pink Floyd and TMV albums. How do you make them? Is there a program that can do it?

Some sort of synth or computer synth application. I'd guess the Pink Floyd/TMV stuff was done with an analog synth, and if not analog, at least one that isn't actually a computer program, but an external component.
