i think he uses his pick to slide and thats how he gets that really smooth sound my old guitar teacher showed me and it sounded almost exactly like it and now i feel obligated to go do that be back in a few years once i learn it he he

Might be, or he just does normal chromatic legato then taps the last notes with all four fingers of his right hand

I think you are right. It sounds like he's hammering on those first notes with his left hand, then using his pick to slide from the next note to the last note then sliding back down again.
 
i can easily play chromatics that fast and faster using 8 finger tapping, its actually pretty easy using that approach and practicing it a bit. One of the licks i keep in my trickbag is a basic 6 finger tapped chromatic line. 6 notes per string (either 3 fingers per hand or 4 on my left and two on my right). You move the pattern up one fret each time you go up a string (2 frets when going from the G string to the B string)...................practice this lick for a couple days and you'll realize that it isn't hard at all
