I've looked all over the place but have not found a decent answer to this question.

that's cause they have fuck all to do with each other

EQ, of course, just boosts/cuts a given frequency by a given amount and curve

exciters take the incoming signal and add harmonic content above the fundamental frequencies in order to make shit generally sound brighter and more present
 
Harmonic excitement is just adding harmonics to the signal. You can do this with an exciter or a simulated (or outboard) mild tube or tape saturation, enough to add harmonics but not enough to hear clipping. Still Exciters do just that...add harmonic DISTORTION. Saturation is the only way to create more harmonics.
