Well, no. I am not even completely sure what it should say.

The first part is correct if it should say "I can't speak Finnish", but the second is quite impossible to translate to English. It's kind of a hybrid between these here:

"I can't speak English" - "En osaa englantia"
"Can you speak English?" - "osaatko englantia?"
"Englishman" - "Englantilainen"
