Yes

Downstroke on the higher notes, upstroke on the chord...muting throughout. Hope I'm interpreting what you are looking to do.

riff at 0:09 sounds like single notes to me, so i'd say alternate picking.

it kinda depends. if you can pull it off cleanly i suggest downstrokes, but there is a point where things just get TOO fast and you got to have to compromise.
at those speeds, an alternate picked riff that's played tight as fuck will sound better than a downpicked only one where you're struggling to get proper definition and enough attack.

personally, i can downpick 8th notes at around 230 bpm for an extended period of time. anything faster i'll alternate pick
