Help Identifying Source Of Weird Noise Ruining Guitar Tracks

I get this same noise using a L6 UX1 and Presonus Audiobox, so I'm pretty sure it's not an interface issue. Don't thinks it's a DAW issue either because I'm getting it on Amplitube, Reaper, and Riffworks. I've tried different guitars, different guitar/usb cables, and different usb ports. I've also tried recording well away from my PC and also tried plugging my PC into 3 different rooms of my house, and I'm still getting it. I've updated all my drivers as well. Only other thing I can think of doing now is to reinstall Win 7 and see what happens.

Should the reinstall prove ineffective what internal hardware should I be thinking about addressing?
 
Do you mean that phasey sound or that crackling noise? That phasey sound might be caused by feedback, or more likely internal noise reduction. I've experienced similar artifacts on windows XP which had internal adaptive FFT based noise reduction. You can clearly hear artifacts caused by it in many youtube videos recorded via webcam and internal microphone of the notebook. I have not found similar function in W7 though.
 
Actually, both, that crackling noise and the phasey sound.

Could the crackling sound be caused by some kind of grounding problem?

Is there any way to disable/remove that internal noise reduction?
 
DUNNO about the crackling. I experience similar crackling on my guitar on one of the pickups. Now when I think about it, it in fact might be some kind of grounding problem.

As I've mentioned I've not found the noise reduction on W7 (there definitely is one, at least on built in microphone), but on XP it was found somewhere in sound preferences.

EDIT: Found it it's in sound preferences -> recording devices -> [whatever inpu device you use] properties -> Enhancements or Effects ... "Turn off system effects" ...the effect applies not after clicking apply/OK, but after changing sample rate/bit depth.

When I get to Sound> Recording Devices> Properties, I don't see any Enhancement or Effects options.
 
Actually, I got it cleared up. I reinstalled POD Farm (had stopped using it ages ago) and that seemed to fix everything. Got rid of that weird sounding phasey artifact and the crackling. Only thing is I have to have POD Farm open, otherwise I get that sound again. At first I wasn't too thrilled about it, but after playing around with the POD's Boss HM2 and JCM800 sim I changed my mind, as they sound really great in front of some decent cab sims.
