How do Forums get started here?

For example,why the fuck is there a Neil Turbin forum but no Krisiun or Cryptopsy forum?
Who decides?
I know I have no chance of getting a forum started but I'm curious as to how this works.

The forums are not fan forums, but official band forums (and one officially sanctioned one) that have been requested by the artists in question.
