is home brewing not legal in usa?

we can homebrew beer over here you can buy the kits from supermarkets bourbon and anything over like 20% isnt legal though. I want to make up a still and make bourbon and whisky and get some barrels and stuff to age it in. One of my mates does it and works in a homebrew shop too he makes a mean bourbon.
