Consider, Jeff has 35 years of influence and technology
to pick from to put into his own playing. In the scientific and engineering community one has tables and proven formulas to rely on. It's like saying who is the "hotter" scientist, the one who invented the A-bomb or the one who made it more efficient.

I think that aside from completely different musical style, you also have to consider the different era. Hendrix was there at the begining of rock and roll with the most origional and talented style of guitar playing. Hes' influnced guitarists who've influnced more guitarists who've influenced more down the line. The fact is, Loomis's guitar playing may be totally amazing, but the metal shredding is nothing new.
