Of course not. Do all American cities look the same? (some may argue over this point: but anyways: )

If you stand in the high-tech district of Paris, with all the sky-scrapers, and glassy windows, and urban streets- some may argue that this particular area reminds them of NYC. (and funny enough: the French's nick name for that area is "little NY" for that very reason.)

Same with DC: the feel of the city (minus the blacks) brings the feeling of a European city Vs. 'generic American' - The big but short buildings, the design of the architecture, the narrow, but busy streets, the big statues everywhere, the round-a-bouts, the way the streets look around the mall, the famous town houses: It has the same feeling you get from a European city.

That's fair. I just find it hard to believe that no other city in the country doesn't have it's parts that look similar to what you described. Granted, the whole city might not be that way (DC sure isn't like that everywhere), but parts, yes.
