Mario Kart DS Rainbow Cup

Does anyone know how you get it? I beat all the staff times in time trials which is what it said to do on the internet but I didn't get it.

Did you beat all of the other cups (on all difficulty levels) and unlock all the extra tracks and karts?

If that fails, try beating the staff ghosts on the 100 and 150 CC modes.

do I have to get a triple star ranking or at least an A? And yeah I have, I beat everything. It's messed up.

And what extra tracks are there?
