Just to let you guys know, I was a liaison for a while between the Ohio National Guard and FEMA. My job was to be a proctor for certain disaster situations that would require the Ohio Guard being called up.
All I can say is, they have a plan for everything, and some of it may seem really weird and downright wrong. But a lot of it is based on necessity to keep things running without the nation going completely sideways. I could see how some people(FEMA workers) could look at all of the 'plans' and kinda go crazy and get paranoid.
Oh remember the bird flu scare a while back that was supposed to destroy our country? Damn, you should have seen the plan for that one. It was all about moving dead bodies as quickly as possible, and guarding vaccine shipments and storage facilities. I'm glad that one never happened.
