Its a synth, with a LFO on it, its the same way you make the dubstep bass "wobble." Just youtube dubstep bass wobble, or something along those lines.
 
Hmmmm, I actually used a similar sound in something I just did and used an LFO, but you could probably get similar sounds with an arpeggiator.
