did you read the article? these folks cost the taxpayers an average of $50,000 a year trying to deal with them and give them help and second, third, millionth chances. they are hopeless and its cheaper to just throw em in a home and give up on them. cant kill em, what else you gonna do?neilyoungfan said:

Not really. We have "safe houses" where they can come and shoot up with clean needles and clean etc., but they still condone it and offer services to these people, trying to stop them. They just don't want people dying/spreading diseases with used needles, which is a step.Vic Rattlehead said:
