Plasma speakers (sometimes called flame speakers if the source of the plasma is combustion rather than gas ionization) are a form of loudspeaker which vary the intensity of a plasma, rather than using a magnetic field to push or pull a conventional driver, to create compression waves in air (which a listener perceives as sound).

They are, but mostly because they release poisonous gas. On the other hand, they can be more accurate than mass-based speakers and some of them have frequency responses that extend pas 100 khz. Here's a DIY one playing an LTE song:

Completely true. Ozone is nasty and unstable and looking for anything to bond to. You definitely won't want it to be your own cells for any prolonged period of time.
