Polish (un)official Fan Club

we're from Poland. Some time ago our COB's fanclub has started. Number of members is increasing all the time, furthermore, our site has cool adress (www.cobhc.pl) and we hope, we can develop into an official COB's fanclub. Does anybody know, how to do it?
