99 cent stores have, actually called the "99 cent store" can have good cds! well at least worth paying 99 cents for! i got convulse-reflections for 99 cents at the one near my house in texas.
 
So seriously what do you consider "rare" ?

I consider "rare" difficult to obtain and highly in demand.

Oh, and I think Roderunner just sends their older cds to the 99 Cent Stores here because all the cds I've seen there are from like pre-1995 and are either Roderunner or Roadracer or whatever. And some are in those old Long cd packages, like the Sorrow cds I picked up, best 99 cents ever spent.
 
A few more prizes...sorry it's so primitive a setup, but at least I spared you my 10+ Mandy Moore CD collection, most of which are signed...:)
