preamp for guitars and vocals

What do preamps do to help guitar tones and vocals. Why do a lot of people use them when recording guitar and bass and vocals.

they increase the input voltage from ~0.07v to ~1.23v

Deff increase input voltage. Also some have compression and EQ. I have the Presonus Studio Channel. I love it, it is relatively cheap and sounds amazing. But then again I am all about Presonus.
