question about level knob different on tubescreamers

I've used a maxon OD9 before, and setting the level knob at 12 o'clock (about 50%) was as loud as i needed.
I just purchased an Ibanez TS9, but setting the level knob at 12 o'clock wasnt nearly loud enough to drive the amp. I actually had to turn it ALL the way up to match the OD9. Is this a common difference between the OD9 and TS9, or did i just get a bad TS9?
This is with a brand new battery as well. Actually i tried an AC adapter as well
with the same results

Some ODs have an opamp in the level knob that boosts the volume. I personally prefer the passive level knob as turning it up all the way is basically the same volume as having no OD or having it turned off.

its just a design thing.
