Quick FX question

I feel silly for asking this but I have a band requesting this exact sound and I'm not sure how obtain it..

Right at 2 seconds, the laser sounding synth. It happens again going into the chorus at like 55 seconds in and also at 1:00. Anyone have an idea how to obtain that sound?

no, but seriously:

take some seamless white noise, apply a single band, notch filter with a low quality and a modified effects chain: reverb - flanger - highpass filter.

automate accordingly and you get this
