It all depends on what phone, what company, and what format you want them in. My phone supports MP3 ringtones. So I make them using Cubase(I just cut a snip from a song I like). Then you have to get it to the phone. Most usb motorolas use a special program to transfer files that can be bought from them(can be found on any torrent tracker though). I know that MAGIX makes a ringtone maker, but it costs like 40 bones.

If your phone has Bluetooth, you can get a PC dongle (and that is the technical term) that'll let you transfer files across. It's what I use and it's why I now get woken up on a morning to the sounds of Fuck... I'm Dead.
