The "f" in fixed/Fixed is trivial. Either way is correct provided I don't make it into a sentence.

A proper sentence in an intransitive form could be:

"It has been fixed."

or in transitive form:

"I fixed it."

So if the form was to actually be fixed, a patient or an agent would have to be specified to the predicate argument. Leaving just "fixed." does not form a proper sentence in the English language, so therefore it has, in fact, not been fixed.
