Yeh - is it going to become illegal to try and transcribe songs to yourself now or learn it by ear and then tell your friend how to play it?
I bet most of the artists people wants tabs of don't give a flying fuck about people the online tabbing communitys. I for one would be very honoured if people were taking the time to try and work out and help others learn my songs. Some bands have thriving tab communitys (Opeth certainly being one of them) and i think it's helped 'spread the word' of Opeth - i personally would've never heard of Opeth unless i had downloaded the powertab of Advent when it was first transcribed.
This is just pathetic in my humble opinion. I'm sure there's much worse things ththey could be looking out for.
