Ya, you learn another language Were the most uncultured Western nation that I can think of. Even the Canadians speak two languages in most parts. You do not hear the Europeans complaining because they speak multiple languages. Instead they embrace learning more then 1 language. It is advantageous for one reason but makes you more a world citizen.There needs to be a way for everyone within the country to verbally communicate, it's just that simple.
By the way it is not that simple. Some people can learn languages easily and others can't. Anyways I am sure that you and most of people here do not have any reason to verbally communicate with non-english speakers so that argument is mute.My father has been trying to learn english since the early 70's and he has his citizenship. He just doesn't pick languages up easily. I will give him that he doesn't give up though. He also tries to tackle other languages like french and italian. But anyways by your scenario my father should be kicked out because he never learned it (though he knows some english... words here and there, phrases etc.)... and for you saying that i have a few choice words for you in ENGLISH but i'll keep restrained... my father did everything legally to obtain his citizenship and he deserves it despite naysayers like you... he never committed a crime in his life, worked hard to support his family, voted, etc.. etc..
How about you learn an equally complex language as English in 2-3 years or less fluently enough to take a citizenship test in another country just as experiment since your the expert on languages and how long it takes one to learn one. How about you learn Russian?I've seen people spend 4 months learning English in their country before coming here & speaking English pretty damn well by the time they get here. 2-3 years is long enough to get a good enough grasp to where they can communicate.
In all seriousness, if learning english should be mandatory for citizenship then I think learning a 2nd language of choice (and not one you already know from home) should be mandatory to pass High School. It's a global world and learning more then language gives our youth an advantage in this world like it does youths in other countries.
