I don't think he's ever actually cleaned his plate anyway. But there's never been a night that he wasn't hungry, just that he wanted something else. Then I usually tell him he can have something else after he eats what's in front of him. After a few bites he decides he's full and forgets that he wanted something else on top of that. But I don't fight with him to eat, either. I make him eat some of everything there (meat, veg, bread, etc.) and if he's still fidgety he can get down.
And telling him his dad is going to eat his gets a few more bites in him than if we leave him alone. I figure if he's going to have that "MINE!" mentality, I'm going to get something out of it, too.
And you've got it a bit better because your rules are the only ones there are for her. I've got to deal with my husband making them popcorn while dinner's in the oven and other such crap.
