I cant comment on the historical figures, I'd suspect older dignitaries and famous speeches would be in the public domain, especially sine they were taped by multiple reporters at the same time. Who can establish ownership?
but as far as the guy ranting on your phone. He agreed to be recorded and technically you own the copyrite unless he pays you for it.
just like you own your recordings until the band pays you for them. (in the states at least)
