I think it comes off from the SOD era, when Billy the fatass wanted Scott to cut his hair and his answer was always NOT at the time.
 
I think they picked it up from Saturday Night Live. Dan Ackroyd used it in a skit once. \nn/ Remember the big not sign from the ATL tour? Scott did shave it into his chest in an old SOD poster I had with Freddy Krueger. :Spin:
