I think if Amorphis (no disrespect to them whatsoever) can be viewed as a headliner, JP certainly can.
Also add the fact that they have not done a full tour in the States since supporting Helloween in 2003 (and that wasn't even many dates).
Any fest isn't ONLY about the headliner anyhow, it's the whole package.
Just saying that a band with a rich discography like JP could do a special 2 hour set (IE - Performance of "Ample Destruction" in its entirety followed by another set, etc).

One of the worst mistakes a metal promoter can make is to use a band's European stature to make decisions on how they would be received in the U.S. Completely different world.

well Savatage would not be a returning band if named the headliner

I have a idea who it might be, but mind you this is just my opinion, I think it is going to be James LaBrie. Why you ask? I have no clue why i think that other than the new solo album coming out, and it just fits.
If you're going to give a headliner two hours then it has to be someone special. I'm thinking Blind Guardian (finally), Helloween, Savatage, or Vanden Plas. Dream Theatre is also a possibility. Pagans' Mind is too soon.
Dream Theater will never be a possibility for this fest. They are WAY too big and are too expensive. As others have said, Labrie's solo band is a possibility. I'm guessing it's either him or it's Savatage. As cool as it would be for Vanden Plas, I don't know if they're quite the name to headline, nor am I sure that Glenn would take that risk quite yet, considering the last number of years. Do I think it's possible in the future? Yes, but I think we're still a couple years away from that at least.
But Glenn has also said that he washes his hands of them.
Fuck it. I dont care who you are, you either show me simple courtesy or I move on. I can honestly say that I do not believe that I will ever book Within Temptation unless they come to me first.
