It depends on the tour. This has "bought out by Century Media" written all over it and is probably the case. It's just like that Metal For The Masses tour last year. Yes there were Nuclear Blast bands on it (well... only one Nuclear Blast band... haha), but it was organized by CM since that's their compilation.

This is a Century Media tour, all bands with new releases to work in the states. The tour is co-organized by CM and their band's booking agents/tour managers. Century Media and Nuclear Blast are partners in the USA and as such, will often work together on tours such as Metal for the Masses (including the annual sampler by the same name).

Label essentially hires out booking agents to book the tour for relevant bands. In other words, they "bought out" the tour for themselves and their bands. In Europe, NB will sometimes actually eat existing tours and stick their bands on it.

Yeah, with like Gigantour and Dream Theater tours (etc) sure. But the majority does not have this luxury and there's a simple reason for this: how can you expect to sell tickets without booking the most relevant bands that you can get?
