Im not entirely sure the whole brown note thing is real, however, infrasound (1-19Hz) has been known to cause illness and was even used in wars in attempts to rupture organs, etc.
I saw a pretty fucking awesome documentary on it once, pretty awesome stuff. Like for example, the tiger's roar has infrasonic components which cause extended fear and to some, temporary paralysis. Pretty cool.

Various militaries and polices forces around the globe have experimented with sonic weapons, and they do work as a means of less-lethal crowd control. But it makes the person experience extreme nausea, and for the price of the gun there are better options.

We got the 'sat dish that cooks your insides' one not to long ago(well, a psyops unit attached to us did) and lemme tell you, you don't want to be on the receiving end of it... Won't kill ya, but it makes you feel like complete crap.... Cool stuff.
