It's a French cartoon indeed !
The monster was called Malmoth (didn't he play in Emperor ? )and was very scary, you're right !
But the song wasn't scary as far as I remember ( at least the French version ) CLEMENTINEEEEEEEEE QUAND TU FERMES LES YEUX TU DEVINESSSSSSS LE MERVEILLEUX.
CLEMENTINEEEEEEEE PRENDS NOUS DANS TA BULLE BLEUE , TANT PIS SI C'EST DANGEREUX ...

I know it wasn't scary itself..but you know that "innocent themes" in scary stuff make you "uncomfortable" somehow.that was something like that.
